The ammunition, if it wasn't already looted decades ago because everyone there is a corrupt motherfucker, is so unstable that trying to move it might cause it all to explode.

. It's a giant pile of corroded munitions and clearing it out with EOD teams would be very dangerous. Clearing it out using conscripts at a pace that would have the slightest impact on the war effort would be suicidal. If it went up, the explosion could conceivably be the largest non-nuclear explosion mankind has ever caused, on the order of kilotons. Even ignoring the problem of how to transport the materiel back to Russia, it's probably best left where it is.

Even by Russian standards, nothing in Cobasna is usable. It's a literal ticking time bomb waiting to go off as it is.
As if anything in those warehouses actually exists on anything but paper and wasn't stolen and sold on the black market 20 years ago.

there isn't a good way to get it out, also the cobasna depot is only a few hundred meters from the border with ukraine, they could simply drop a few mortar shells onto it before the russians could do anything. neither side has bothered because those bunkers are almost certainly nearly empty and what little is left is too unstable to be messed with.
