Russians nukes probably don't work. Ukraine was maintaining them for years after the 14 invasion. They're compromised.
Russia abides by all nuclear treaties because it's not competitive with the US in regards to development and production capabilities. If it were, it'd have a larger arsenal of better quality regardless of what treaty they signed just like they tried to maintain when they violated the same treaties as the USSR.
The only reason nuclear treaties fell apart recently was because Russia ignored them or their puppet in the US, Trump tore it up. Not exactly a good look for Russia either way.
