It isn't. The territory west of Bakhmut is sparse and difficult to approach from, which is why Ukraine's been having problems reinforcing Bakhmut. If they can completely drive Ukraine out of the area and to their secondary lines, and shore up the defenses, they'd be then free up their forces to be withdrawn from Bakhmut to be stationed wherever since it'd take far less to hold than take.
This is assuming Ukraine doesn't attack while the forces are still tied up, but even then, it's not like Ukraine has the assets in the area to press a partial withdrawal from Bakhmut.
Also Ukraine is free to attack wherever the fuck they want and Russia will be forced to respond across a fuckmassive line, that NATO's monitoring with eyes in the sky, so being mobile will only do so fucking much and letting Bakhmut dangle until the counteroffensive runs the risk of the soldiers there getting hit with a loss of morale and losing ground if the area's still not taken when that shit starts.
The obvious alternative use case for these troops is just start pouring troops into wherever they think Ukraine would most want to attack, but then they'll just change to a secondary target. Or plow through anyway if they think Russia can't stop it. Better to finish off Bakhmut.

If they can cut off Melitopol then a chunk of southern Ukraine becomes untenable for Russia to hold as Ukraine can advance while using the river to protect their flank and artillery. Plus if Ukraine can reach the town of Vesele northwest of Melitopol it'd put the rail junctions north of Dzhankoi in Crimea within GLSDB range, which would completely cut Kherson and Melitopol off from rail supply from Crimea. Ukraine's superiority in long range, precision artillery would make fortifying Perekop a turkey shoot. Crimea has very little rail infrastructure as well. While Ukraine trying to take all of Crimea would be a major undertaking that is realistically beyond their scope in the short-term, if they can get within 20km of Yevpatoriya they can bring Sevastopol into HIMARs range.
Honestly Ukraine just has to push a little for the rail link to be jeopardized After that they'll have to deliver everything by truck or ship.

Taking lower casualties per meter, perhaps, but their progress is still measured in hundreds of meters rather than dozens of kilometers.

After all, why put the most modern tanks on the battlefield if arty is doing most of the work? And now, with the Ukrainian military on the verge of collapse, those tanks are being swapped out for T-55s, because what's about to commence is nothing more that a mopping up operation. And throughout it all, the best tanks is Russia won't be taking any losses at all. And that terrifies NATO.
