            Every nation fights wars according to their own values. This often means they think they will win if they can defeat or destroy the thing they believe is most important in their own society in the enemy's society.

            It's why American plans focus so extensively on destroying the quality of life of the enemy in a protracted campaign. Likewise it's why many continental European powers like Germany focus on decapitating a small number of centralized administrations, and why South-East Asian countries zero in on the capture or destruction of seemingly symbolic seats of government power.

            The British think every nation has an (inferior) London, and that the London is the only thing that truly holds the entire nation together. If you treat Moscow as Russia's London, and think it's literally the most important part of the Russian body, then yes, razing it to the ground becomes a matter of course.

    No one wants to frick around in a world where any country can just throw a nuke here and there if their regional conflict isn't going the way they want. The only rational decision is complete nuclear annihilation of anyone who breaks the taboo. It isn't just a matter of punishing them for breaking the unspoken law. It needs to be made clear for anyone and everyone what the consequences are. The only situation in which using nukes as a first strike would be considered acceptable would be in legitimate defense of your homeland, which means destroying invading enemy forces. That's why the US won't support Ukraine if it comes to the point that they push back to their pre-2014 borders and try to keep going into Russia. If it comes to that point and Russia still hasn't capitulated and signed a treaty promising disarmament, then the form of the war will change to one of political economic strangulation.
