Lore wise a single Spartan II can take down an entire army not just from how big and strong they are with the armor but especially from how fast they can move and how good their reflexes are. They could punch a vehicle speeding towards them from out of nowhere without even knowing they did it while gunning everyone around down. But obviously something like that would roflstomp virtually everything they come into contact with so they gotta either be scaled down somehow or have another enemy thats just ludicrous, since the Spartans are basically biological terminators with all sorts of augments and surgeries done since childhood. IRL they’d have actual aimbots and wallhacks with their AI assistant on top of everything else while skittering around like a rabid chihuahua on every opioid at once, which may sound great on paper but could make a boring game since there’s basically no challenge at all unless you puposely handicap yourself. They have the capability to run one on their armor, but typically even a dumb AI would be a massive waste to tie to a single soldier. Throw in the fact that Cortana specifically chose Master Chief, that they work extremely well together, and that I suspect she would go full yandere if some beam counter tried to reassign her to do something else.

In the hands of better people, in a better time, we could have had THE defining work of scifi-Mythology, a legendary cycle told in three parts across fifty years that would have had an impact on literature for generations to come.

Assuming the armor is functional and better than anything we can make today, you can still just fricking shoot him with a high caliber weapon. The armor isn't going to stop the force of the projectile hitting him, and if it doesn't penetrate or kill him directly, he'll still be neutralized.
Even a modern soldier in body armor is going to feel it if you shoot him with a 7.62. Now up that to 12.7mm or 20mm.

Mjolnir Mk V. Is the best version of the armor aesthetically. It perfectly captures what Mjolnir is supposed to be. Cutting edge power armor that's sleek and futuristic looking yet built like a fricking tank.

Lots of weapons fire after being led into a pre-prepared kill zone, the last bit is important.
The biggest challenge in H4 is not the game, but making a set of multiplayer armor that doesn't look like a decal job gone wrong.

What we know:

The real question here is how you could get a clear shot at Chief. He's a master of small unit tactics, has the firepower and the mass to make some small assaults fail, and has superior reflexes and agility even in his MJOLNIR. Another anon suggest a trap, and I concur. You just have to be ready for him and him not ready for you. At the end of a day, he's walking tank but still a man.
The armor:
For additional reference, Titanium-ceramic was made to counter the increased firepower being found in the Outer Colonies in the form of our beloved 7.62 REAL FRICKING NATO. However, if we use the knowledge of how our modern ceramic and steel plates work, we actually see that, yes, while it would be more durable and absorbant of incoming fire, it's not invulnerable, and will fail after sufficient fire. We also have to take into acount that the armor only covers a percentage of Chief's body. We is still prone to frag and shrapnel. Bouncing betties, claymores, mortars and heavier presighted artillery. Even if the armor could withstand that, his bodyglove is as tough, it's meant for environmental regulation, blunt force, and small calibers (acting like a kevlar vest would).
In short, take your pick how you get him. Just make sure you get him and are prepared to lose a few people.

Assuming the armor is functional and better than anything we can make today, you can still just fricking shoot him with a high caliber weapon. The armor isn't going to stop the force of the projectile hitting him, and if it doesn't penetrate or kill him directly, he'll still be neutralized.
Even a modern soldier in body armor is going to feel it if you shoot him with a 7.62. Now up that to 12.7mm or 20mm.

As you increase individual armor protection you decrease the effective radius of Artillery exponentially.

No guidance on that scale exists. You'd have to hit him directly, and he's a (in artillery terms) extremely small extremely maneuverable target.
Spartans are so weak. They need power armor when ODSTs can survive getting shot then waiting in cover a few seconds and the wounds disappear so long as it doesn't dip below the next threshold. They can punch Wraiths and Scorpions until they explode? Big deal. Ever member of Buck's team can jump on a tank and do the same. They're slow too. Give a Spartan a turret and an ODST a turret, the ODST will run faster.

He'd probably hole up in a forest or something you can't get vehicles through, plus he's a superhuman with over 30 years of combat experience so you'd probably lose hundreds of men in the fighting but so long as his escape is cut off he's done for eventually.

Alternatively, just use something that can penetrate it. Its big thing is the speed and strength boost it gives. The actual armor is not THAT amazing compared to the weapons in play.
