There is a difference in my opinion. The Zumwalt is a combination of many, many new technologies. The way I see it, its place as a technology demonstrator is invaluable and impressive nonetheless. 12 Su-57s, however many Terminators, however many Armatas is in no way comparable to three 180 meter long "Destroyers". Three ships of this magnitude are actually capable of performing tasks, and the capabilities offered by all of the technologies are not seen in any other current military vessels.
Procurement programs aren't really black and white all the time in terms of "failing" or "succeeding". If you call the US Army's various attempts to replace the M4 complete failures, the Zumwalt would be a half failure.
