    I use my money to build a massive underwater speaker, a speaker that can talk to all of the world's sea life.
    I use my speaker to talk to the Orca (we cracked their language years ago, we can trivially translate back + forth). I advise the Orca that our treaty has been triggered and it is time for them to fulfill their duties as assigned.
    The Orca break the spirit of the sea monster as a human would break a horse. Then we build the sea monster back up with proper care and training... and a little bit of love. After a while the sea monster responds to commands like a sheepdog and the United States has another powerful ally beneath the waves.

    30 million unironically is probably not enough. If it's that scale, and moves relatively quickly, it's body must be massively stronger than simple bone, meat, and shell would allow. You'd definitely want to trick it into swallowing a nuclear bomb.

                You don’t seem to understand just how many generations of human eyes have looked upon the ocean and what only a few sightings of a mighty sea thing would do to a costal population.

            Only if it was actively attempting to leave no survivors. I'll just go off of the OP's picture: If it's comfortable that close to the surface, and attacks things the size of a trireme, it's not unreasonable that someone would eventually see it attacking a different ship, whale, or other prey item. If it hangs out and hunts as close to the surface as in the picture, it could very possibly be visible if it swam disinterestedly under a ship, and even break the surface occasionally as it moved around.

            Additionally, there's no reason to suspect it has absolutely perfect "aim" or would bother to clear out every survivor of a wreck if it happened to smash a ship with it's nose or chin. Now, obviously it looks like huge sharks are following it around but that doesn't mean it's completely absurd that someone could end up on a rowboat or raft too small for it to be interested in but large enough for a shark to ignore.
