Those are factory mulled windows. It's essentially a single window unit, no need to stack anything or seal between them.
If you want to do this with 2 individual windows, you would mull them together yourself by screwing the jambs to each other and sealing the seam between them with some silicone caulking.
I would take one window install it, then take another and install it ON TOP of the other one. HTH
