    Why would it have to? We import most of our fuel specifically so that we will theoretically be the last people with stockpiles. If we are having fuel shortages, the rest of the planet (including our enemies) is practically bone dry, so we still have the strategic advantage.

            SPR level is currently estimated at 372 millions of barrels.
            That's about 35 days of oïl production for the USA.

            The fuel needed for a ABCT is about 200.000 gallons per 200 miles. That's a need of around 200 barres of oil for refineries.

            In a post-nuke scenario where everyone is crippled, priority might not be to roll tanks to Moscow.
            Domestic operations to restore and maintain order can ne perform easily enough if barely 1% of the fuel production and processing capacity are still there.
            Operating something else will depend on priority : if you want to go abroad using ships, that's a gallon of bunker fuel to send about 1 tonne of cargo on a 500 miles trip.
