No. It's because there's an actual offensive happening in Kherson and Russians assumed Ukraine threw at them everything they got. Kherson offensive is by far larger than the Kupiansk offensive, there's not much progress in the south because Russia brought huge reinforcements there. At the expense of their defenses in Donbas and Kharkiv.

there was a pattern of ukie strengh building up in kherson and it was critical for russians to send enough to keep a favorable ratio for them, the problem is they dont have unlimited manpower and this means they are running on fumes if they need more reinforcements elsewhere
