pretty easy. gun license at 21 (used to be 18 but Kerch and Kazan morons went ape) allows you to buy smoothbores that aren't fully automatic. Once a person has a license for 5 years, they are granted permission for rifles (excluding full autos ofc)
hunting, shooting, farming etc all valid and easy reasons to get a gun. just dont be a druggie or criminal
