? There’s no human waves. Well, Ukraine did one last year and it was mostly successful — Russians retreated instead of trying to fight.
The Russians were defeated militarily early last year with the failure of the Kiev encircling operation. NATO emergency airlifted advanced AT weapons which the Territorial Defense militias used to great effect, but they were doing ambushes, no human waves. The Russians were trying a mechanized wave, but said AT wrecked them.
Since then the separatists were deployed to handle the fighting while the Russians did support (arty, air). The separatists also did no human waves, they would recon, Russians do arty, separatists recon again, rinse and repeat until the Uke position fell back. This creeping positional warfare is a joke to us in the West but it isn’t human waves.

They are still taking casualties though. Ukraine is def punching above its weight, they should be proud, but Russia has more manpower and they have NEVER cared about thier people. Especially the rural slackjaws and ethnic minorities they've been drafting from the east. Even if they are losing 3 orcs to every ukie, they'll eventually whittle them down unless NATO provides them enough armour to push the frontline back to pre war borders before the manpower mathematics catch up to them.

1. there are also manpower costs to the enemy. They are increasingly suffering from lack of capable troops, equipment aside.
2. that supply is not endless. All we have to do is get populists in charge in election-having countries and they'll stop sending any.

They are waiting for anything that can help, maybe the Ukranians crumble, maybe something uglier happens and the west get's distracted, maybe a Russian stooge get's into power in USA and ends the help, or enough vatnik friendly goverments in the EU, they have no plan just hope that they can wing it to some kind of victory, or at least freeze this war.

Russia has most likely changed it's goals to solidifying it's current gains and creating a situation where Ukraine is on the defensive again and consistently losing ground. If they can push Ukraine little by little all the while bleeding them of men, then the Russians can create the conditions where they can consolidate the regions they control and end the war in a way to save face for Putin's regime.
A total victory over Ukraine is completely off the table, but if Putin has even a lick of sense left his new goals probably look somewhat like this.
