    Train them with the US military, equip them with appropriate gear and create a superior battle rifle manufactured in your own country, and create a strong culture of honesty and responsibility.
    Then nerf them with infinitely corrupt and petty civilian politicians so they can never be properly used.

    The key is having local police forces that can actually function, and federal/military forces that can step in to protect them if shit gets out of hand. Armies aren't very good at conducting investigations or prosecutions, and local police in Latin America tend to be underpaid, underequipped, undertrained, and corrupt.

    An ideal workflow would be

    >area is designated by government as in need of intervention due to gang warfare or cartel activity
    >military come in, kill anyone who shoots at them, and establish physical security for the population
    >military intelligence and interrogations gather intelligence on cartel sympathizers and plants in the area, these people are interned
    >federal constabulary force takes over security duties, freeing military to go frick up some other area
    >federal constabulary trains new non-corrupt local police, self defense forces (especially in rural areas) and oversees the establishment of new judges, prosecutors, and state/local governments
    >constabulary withdraws, but continues to monitor situation to make sure that local security forces don't get recorrupted or overwhelmed by cartels

    Basically the "clear, hold, build" concept from counterinsurgency but adapted to dealing with criminal paramilitary groups instead.

      >basically, create and divulge a hatred for them, convince the masses that cartels are the enemy and are not welcome anywhere
      >legalize drugs and blackmail glowies and Us politicians into doing the same in America
      >after the dust settles, bring back the death penalty and exterminate any remaining cartel parasites that surrender
      >establish better gun rights and slowly arm the population so if any criminal group or corrupt officials that to kick the population down they’ll have a harder time doing so.
      >punish any type of corruption with the death penalty
      this is the way hermanos, i hate cartel homosexuals so much its unbearable, every time a group of them gets frickin massacred by a mexican army squad i celebrate knowing that they can no longer harm innocent people

    Just pay them a lot. They've done studies and every single one pretty much just concludes that police/military are prone to corruption due to shitty wages. Ffs Mexico didn't adjust their police salary from 1970 levels until two fricking years ago. Chile and Panama upped police wages dramatically in the past and those correlated with major drops in corruption. Mexican Marines are paid very well by Mexican standards and they are also the least corrupt security institution in Mexico.
