My proposal: some form of small and stealthy drone munitions that can penetrate enemy lines, then set down in a remote area. Disperse these across the areas most likely to be a HIMARS launch point, and have a direct line of communication between radar that can detect launches and the drone operators. Upon a launch being detected near the dormant drone, it takes off to track the HIMARS as it repositions, either attacking it directly or relaying where it goes to counterbattery assets.
The drone operators are in direct communication with the counter vattery, with standing orders between them that any meaningfully suspected HIMARS launch is a priority target they can engage at will. The drone operators can communicate with the embedded drones via a relay operating above Russian lines.

It's not possible to use counter artillery since Russian artillery doesn't have that kinda range and accuracy. Nor is it possible to blow up using air strikes since they aren't capable of gaining air dominance.
It's also not worth the effort to use anti-air systems to shoot down HIMARS launched missiles. Deffo not worth using aircraft defensively to shoot down HIMARS missiles either.
