The FBI / IWBA 10% Gelatin mix is the most common formulation, it has to be made within certain parameters and controlled heating, and it must be stored and used within a specific temperature range. It's usually calibrated with a typical .177 steel BB at a known speed, most often it's roughly 600FPS penetrating ~3.5". The specific calibration varies depending on who's defining the requirements, but they're usually similar to the FBI methodology they developed in the late 80s. Ballistics gel doesn't reflect actual behavior in flesh, we know, nobody said otherwise.

Ballistics gel is NOT a human analog. The creator of it said so repeatedly but nobody listened. It is only to compare one bullet to another.
Human skin is very elastic and a lot stronger than gel. Organs and fat act NOTHING like ballistics gel does. Even depths in gel are absolutely meaningless when it comes to what will happen in humans.
From the 2016/17 Joint Agency Ballistics Test For Defensive Handgun Ammunition: >Animal Tissue consisting of 2 boneless hanging briskets, 7-8" thick, 36+/-2 pounds. Fat side out, back to back, point side up on one and down on the other to equalize thickness.
The one at the bottom came from a rifle and was traveling a reported 24.5%-56% faster than the rounds from the shorter barreled pistols. That speed gave it significantly more energy, ~160ftlbs versus 67 from the Beretta and 105 from the Ruger Mark IV. That energy deformed and flatted the bullet on impact, giving it a bigger surface area in contact with the gel, slowing it down faster. You can see in the photo that it's squished, whereas the pistol bullets are still bullet shaped. It's also why the wound it left is so much wider near the base. The round had more energy, and because of the deformation it was able to dissipate that energy much faster than the other two rounds, at the "expense" of some of that energy serving to deform the round.
tl;dr just look at the shape of the bullets, should be enough for you to intuit what's going on here.

That ruger mark holds I think 10 rounds in it is mag. I think I could run circles around this guy till he collapses then cap him.
One(1) 0.22 round has the power of 178 joules, it can take as little as 16 joules to penetrate skin.
Thus I concude, you'd have to be about 120 kgs
