I think the issue is zoning as well as utilities. But real estate prices are largely driven by jobs too, so the only land that's cheap is far from jobs.
You can live in a wooden crate if you want to, but if you connect any electricity/water/sewer you'll have to deal with code enforcement.

Assuming someplace with building codes, then it varies widely. Where I live you can have a 120 square foot building without a permit as long as it has no services. If you want services you need a permit for those services but not the building. This is for an 'outbuilding' though. If you plan to live in it you must have three services: power, water, and waste. If your lot is far enough away that connecting those services would be too expensive you can ask for an exception, which they generally grant, that means you can 'self source' these services. So, a photovoltaic system, water tank/well, and septic. Septic can be expensive.
My area has a lot of snotty poor people. Too good for a trailer park, too poor for a house. There are lots of Picture Related in the outskirts my county. Land that is otherwise shit. Can't even graze cattle on it. Lots connected by dirt roads with a trailer or single wide parked on them. South Carolina and have lived in GA and SC. Tax sales etc and private sellers wanting to owner finance to make more money are ways to get deals. My first property was owner financed therefore invisible on a credit report. My second was VA guaranteed and being the first was invisible easy to do. Both are paid off now and renovated (DIY is life).
My rule is buy where slow but inexorable growth will gradually make the property worth more while not driving taxes through the roof. Not hard but does require relentless hunting and relentless study both of which are fun.

Hey anon, I've purchased rural land and I'm in the process of building a house so I can give you some insight:
- Good land is hard to find. It took me a year to find a decent 8acre lot in a rural area. You need power, soil suitable for septic, a level homesite, zoning to build, nearby roads for travel/materials, non-methhead neighbors, etc. Not much of that exists in the U.S. surprisingly.
- Zoning/Local Regulations/Covenants will restrict your home size to probably 800-1200sqft.
- Most of the cost of building will be clearing, well, septic, grading, permits, running electric, and foundation. These will all cost the same regardless of home size, so you might as well build something more appropriate.
- If it's rural, it's likely not near you right now. So you won't be able to build it yourself (assuming you even have the skills/time). So you will need to hire a contractor, who will be hard to find, and likely won't take on your tiny project.
Keep in mind my "good" land (nothing is actually good anymore, all of the boomers got it for cheap, and you're now priced out) is still $10k+ per acre. You will need ~$300k to build a decent little home on a decent little parcel in a low cost of living area. Maybe $200k if you get a small plot, do ALL of the work yourself, and keep it really simple.
at this point I think living in something you can drive is the easier option. I just need a space to lay flat inside the car and have an IV inject me with nutrients and some kind of VR setup that lets me forget reality while Im laying down
