It's an early "Volunteer Arms" tube gun, made in the 70's. It's meant to look like a Thompson SMG and was marketed to civvy collectors who could not afford a real Thompson.
They were pretty crude, the lower was a casting, and the upper was just a chunk of tubing. It evolved into the later Volunteer "Commando MkIII".
