Yes. Typical AT mine fuses with the cap on have somewhere around a +100kg / Newton equivalent pressure needed to set them off. For a horse's basic trot or walk, that's going to be enough to set it off on its forelegs. For the hind legs it might just be light enough to not set the fuse off, depending on the specific pace it's on.
