There's tons of spetsnaz. During soviet times there were like 10000 people counted as spetsnaz. What they do varies but most of them weren't anything special and were just highly trained units to be sent behind enemy lines to destroy enemy equipment, capture valuable equipment and kill HVTs, basically rangers. Among those there are some that rank higher and work as actual spec ops working for various branches and doing various jobs. There's no actual class that would separate these two groups and there's little overlap between higher end units so all the ones get funneled into the latter in popular consciousness but in soviet times among the general number the highest ranked and most trained ones were typically "sportsmen" who were actively performing in professional sports during peacetime, appropriately roided and drugged and those were the very best spetsnaz could offer but counted only dozens or hundreds of people at most.
