1) there's a strong opposition against nuclear power.
That is for mostly emotional reasons, but partially also because we figured that radioactive trash in a densely populated country is a problem, and we don't have the balls to export said radioactive trash to some shithole desert country. Even if we did, one or the other left leaning government would do their best to undo any such things for 10x the price, apologize for years and give even more money to whoever accepted the trash in the first place. That being it's not worth it - for us. We can still buy totally clean french nuclear power lmao. (And we'll find a way to be sorry about that as well.)
2) there's a strong opposition against nuclear weapons.
That is mostly based on a very simple observation: If nuclear war starts we will be the ones to get nuked. The more nukes are in Germany the more nukes will fall on German ground. It's something that was not taught in German history class but either side of the iron curtain had plans in place to nuke population centers on the other side in case the enemy advances to a certain point. A lot of people assume that *not* having nukes around raises our chances of survival in a large conflict. Of course it's anyones guess if that line of logic is reasonable. Many people also feel protected by murrican nukes. All in all american nukes in Germany have a high acceptance, but we don't want some ourselves. We'd just find a way to make it too complicated.

They started out halting civilian ships and demanding them surrender or dump their cargo and scutlle their ship (if they had lifeboats) but the british exploited this by camouflaging military ships as civilian ones.
The british navy on the other hand just stopped all shipping to germany, resulting in a famine (that probably caused more dead than the submarine campaign).
