Hoe do you reload these things?

You don't need to reload them if you don't shoot them, and you don't shoot them unless enemy air forces are over Russia, and why would you worry about something that's never going to happen?

I guess hauling a full reload of missiles + a couple thousand rounds of 30mm up there is still preferable to getting sent to the frontlines.

How did they get 30t vehicle up there? cranes can carry that kind of weight? Impressive

They used 15 Mi-8 helicopters with cables. Kinda like in Pacific Rim.

wondering if it could be a decoy because of that
sure they could airlift it, but it has no way to retreat anywhere and is sitting there out in the open like HEY DRONE/HIMARS/SCALP/WHOEVER PLEASE HIT ME and getting a couple of painted tubes and wooden plates up there seems much easier

Conversely, it's in a very visible position and obviously can't drive off while you're doing recon to figure out if it's real or not, so it's not a very effective decoy assuming that the people shooting at you have even half a brain and aren't panic firing missiles.

if they're going through the trouble of building a structure for it, why not use naval CWIS and hook it up to grid power (with generator backup)

Radar see more when higher off ground thus build tower because russia very flat understand

Probably still useful for giving the thing's radar a little bit longer range and it still gives it the ability to see past single and double floor buildings. A competent force could actually do this successfully. C-RAM on a tower like that could be nasty. Since it's manned by Russians I expect a drone to fly right up to it and casually drop a grenade on it.
