      It's actually for the Europeans. Italy, the Netherlands, and Turkey were all original JSF partners and needed the aircraft to carry B61s as part of the NATO nuclear sharing program. Italy was phasing out the Panavia Tornado while the Dutch, and Turks were looking to replace their high flight-hour F-16 fleets. That was the whole reason the F--15 was intentioned from the get go to be able to do the nuclear strike mission.

      The Germans retiring their Tornadoes and the Belgians their F-16s are the explicit reasons that they're buying F-35s.
