Those are competition-style chokes, they stick out from the barrels and are knurled so you can easily change them out. Many shotguns have that style instead of the traditional ones that fit flush with the muzzle. There's nothing strange about those chokes.
There you go never seen competition chokes before because aside from using my own trap now and again I have never been in a club or competition. I only know of the flush fit ones. Wonder if it is a full choke of some kind.
there are usually markings on the chokes so you can tell quickly at a glance how tight they are but that part of the pic is too blurry to make out that kind of fine detail.
