          Depends on the edition. Orks used to have lower intiative than humans (Ork's 2 vs a human's 3) and the same strength (3), so most the time, the guardsman would get first strike in. Now, after all the powerwank stat increases (to encourage sales of new models) it's starting to look a bit grim for the guardsman.

            Yeah but strength on the tabletop doesn't really meaning anything, since its such a small scale, also its purely game mechanics instead of being truly representive of the situation.
            The strength stat difference between a SPESS MUHREEN in full power armour and random guardsman in his flak t-shirt is only (1) in-game.

            An average ork is physically stronger than an Imperial guardsman. It would be more like a man trying to arm-wrestle a chimp, if the chimp was green, born from fungus and a drunk footie hooligan.

I forget its name, but apparently Kiev had its own Lubyanka and everything, but after USSR fell it steadily received less and less people every year until it was shut down.           I mean they almost certainly did suffer from those same problems as the Russians did just by the fact that they were under Moscow's thumb for so long.
          What differentiates them is that they have an actual motivation and will to improve themselves and their lot in life instead of apathathetically rolling in the filth of their existence like the Russians.

          The cultural mindset.
          Historically speaking, the Soviet Union and the Russian Empire's autocratic dominance in the region are the exception.
          They had centuries and centuries of central and western European influecne, and Northern European influence before that, with only minimal Mongol presence (they mostly plotted to stab the Mongols in the back though)

          And on top of that , the Russians drank the Soviet Propaganda Kool-Aid, while all the other Soviet Republics immediately decided to GTFO and do their own thing.
          The past ten years are problaby the the result of a process that lasted centuries, but it turned Ukraine into a European culture, while Russia turned more Asian.

              That happened in Ukraine too, they were part of the Russian empire for a long time

              Really the main dividing line would be the Khmelnytsky Uprising and the Pereiaslav Agreement in the 1650s, as a result of which Eastern Ukraine fell off from the Polish-Lithuanian Commonwealth and went under the control of Russia; the Western parts remained outside of Russian control, first with the Poles, then under the Austrian Empire when the PLC was partitioned. Those Western parts were later a nucleus of national feeling and dragged the East to national consciousness and out from under the Russian boot. We're really looking at the tail end of the process with the Donbas.

That's the sad part about all this, the very top heads in Russia put actual concerted effort into preparing themselves for an actual war, for 8 years... and this is the result.

          Put it down to not having an authoritarian regime that glorifies the past and laments it's supposed losses of empire, instead looks to the future and sees the west as offering an improvement.
