            I think it has more to do with justifiying aggression to the population than something which is inherent in "aggressive loser states". Before WW2, states could just go to war someplace and the population was less inclined to rebel because they couldnt see what was really going on (no internet for example). Now you have to justifiy it by telling your population that you are the victim (Goebbels said something along those lines).

      Years ago I played what was basically the predecessor of World of Warships (NavyField). On my server you had this big Russian clan doing Russian things (Bullying others with numbers, but generally still getting outplayed). At some point myself and my Brazilian clanmate (He was smart and educated af, not a huehue) figured out their forums were public and with basic translation software we at least got a gist of what they were doing.
