I think the best thing to do is make a box with a strong fan constantly exhausting above the box and piping it outside. The cat is still gonna trail litter all over the place though. You already have toxo though so fuck it right...

Doesn't block odor for shit, only use that if you have an apartment big enough
it worked in my case. at least compared to the clumping clay litter which smells awful in itself already and has things you don't want to breath in.
