Pretty good given that they're already a caricature of the Soviets, but it's a cartoonish gachimuchi world played for laughs rather than the dehumanizing horror it is in reality.

It's too goofy, it fundamentally doesn't understand Red Alert as a setting and that's where it's so much more memeable. As goofy as RA2 was under the surface, the game almost always treated shit like it was serious. The problems with 3 were never mechanical, it's a solidly-designed game even if there's a lot of gimmick units thanks to every unit having its own unique ability.

Generals was probably the best designed and balanced of the games but it didn't have a unique and truly creative setting. It was almost too grounded in reality to the point of being prescient, even if it didn't seem like it at the time. Tiberian Sun was the peak from an aesthetics and atmosphere standpoint, and Red Alert 2 will always be the greatest competitive RTS of all time on top of having a charismatic charm to the game.
