        With 50 billion there's a lot of stuff it would make more sense to import or license build. You could do an entirely new supply chain from scratch, but you'd be duplicating existing capabilities and wasting money for no reason.

        For example, fighter aircraft. You're never going to be able to field something as good as the F-35 for 80 million a unit. Just buy F-35s.

        The one place where it would make sense to focus on independent research and development is things like drone swarms that aren't really developed yet. The meta is to pool resources with other countries on joint projects, so that you all get access to the cool technology at the end of it.

        Also, drones. If you're smart you get a good drone industry going and just use Starlink to run all the little bastards.

          The answer is a lot different for Ukraine than it would be for Iceland.

          You've got friends in the region but also nations you consider "security threats". These nations are more militarised than you but are less developed.

          Your population is about 50 million with the biggest center being your capital which is on the coast. Most of your trade flows through your ports. You have a decent amount of mineral and hydrocarbon wealth that you export.

                (1) Let’s assume it’s Sweden so it’s semi hard.
                Let’s start by analyzing our geographical situation. We have lowlands in the south, which is where most of our population resides. The long border with Norway is mostly mountainous while the short border with Finland is taiga/tundra type. We have a long coastline with trade routes and fishing grounds. There are two major and populated plus some minor islands in our territorial waters. The northern 60% of our country are sparsely populated and climate is harsh. It’s mostly wooded highlands, turning into tundra type terrain the further we go north.
                Let’s start with national objectives. We want to ensure
                >Independence and territorial integrity
                >secure trade
                Our long coastline and islands plus dependence on overseas trade demands that we invest in a navy. The Baltic Sea is relatively small, but our coastline is the longest of all countries in the area. That means we will need a sizable fleet to cover it. We will not need anything like carriers, because we can reach any point in the Baltic with landbased aircraft. This allows us to mainly use air launched ASM to combat enemy surface ships. This again allows us to use ships mainly for
                submarine hunting, airdefense and policing. We can likely get away with a fleet comprised mostly of small fast frigates, some submarines and patrol boats.
                Due to the size of our country and the idea of using our landmass as a giant carrier, we will need a substantial airforce armed with high quality long range missles. This is one of the focus points for our MIC, as it is vital for our national defense strategy. Given our budget, we will only invest in one type of multirole aircraft.
                For the army we will go with a continental type organization and 6 active brigades plus one independent regiment. 2x mechanized, 2x medium, 1x mountain, 1x paratrooper. The independent regiment will be our SF.
                The mechanized brigades will be tasked with defending the lowlands.

                The mountain troops will cover the mountains and the arctic region. The paratroopers are our mostly helibourne national QRF and intervention forces for some african adventures, because everybody needs those. Our SF will be a scaled down clone of UKSF, because the bongs know their stuff and have a really good model for a small but effective force. One batallion SAS clones, one ranger type batallion and a recon/intel company.
                Our army will have a sizable helicopter fleet due to the size of our country and lack of infrastructure in large areas.
                We will not operate strategic airlift capabilities. If we play beat the darky, we will always do it with friends. It’s more fun that way.
                Our soldiers will all be full time professionals and will be automatically for a reserve after leaving active duty. We will also have different reserve formations, trained for basic tasks like logistics and guard duty.
                >Equipment
                Airforce:
                We will use a multirole jet with low operating costs that is good enough, so we get enough airframes. Either F16 or Gripen.
                This way we can disperse our airforce over many bases to increase the chance some airframes survive a surprise first strike. We also want to be able to use our advanced missles and a lot of them at the same time.
                Navy:
                For subs we are basically stuck with German 212/214 because they are optimized for the Baltic.
                Above I forgot about corvettes, which would be even better than a mix of frigates and patrol boats. I will actually take the Visby, because that’s what the Swedes use. They do most of what we want from our ships and are cheap.

                Army:
                Leo2 and Bradley for mechanized troops
                Boxer for medium troops
                Bong helos
                The Boxer 155 and HIMARS for artillery

                M4s and M240s as standard weapons.
                The usual heavy machine guns, grenade launchers and mortars.

                The rest of research goes into drones, AI and EW.

                Too expensive to operate meaning too few airframes. I want to use my planes as missle trucks and for occasional bombing of sandpeople. Everybody I would need F35 for to fight is either in NATO or doesn’t share a land border with me. I have no use for those.

                I was assuming from the Sweden analogy that there would some kind of not-Russia that you might need to bomb.

                Granted, the Russians are in such a sorry state that F-16s would probably work, but I'd feel safer having a VLO aircraft to roflstomp their IADS. Especially since we're starting from scratch and fifth gen is a lot more futureproof.

                Totally not Russia can only invade me by sea or air. They can try to blockade me.
                For whatever scenario, I would want a lot of airframes surviving sabotage and opening barrages so I could spam them so hard with my missles that they are effectively deterred. No use to have 60 planes when 15 are undergoing maintenance and the rest is spread over too few bases to ensure that at least some survive a surprise attack.
                I would rather put big money into a seabed sensor system, ISR satellites and a huge stash of missles. If NATO didn’t exist and anybody could be hostile, I would invest in a second mountain/arctic brigade.
                Of course I will not join treaties on AP mines and cluster munitions.

            If your main worry is a land war somewhere in the region, you'd be more focused on armored forces and good artillery.

            Maybe buy/license Abrams or Leopards to serve as the spearhead, GMLRS and something like the M777 to provide fire support, and either homebrew or license produce APCs/IFVs for mechanized infantry.

            Honestly, with 50 billion you could probably get air superiority in the opening phases of the war and just spend the rest of the time raping them with PGMs. This is what Israel does with their small but very expensive military and it's always worked out for them.

    I invest heavily into modern centerfire primer production and into reasearch/development for greener priming compounds. Subsidize the industry and export. Undercut competitiors. Use profits to begin research/development of biodegradable plastic casings a la True Velocity AND into a reloadable alternative. Shill this ad nauseum to first world militaries and the commercial market. Maybe start a copper mining operation and brass production to satisfy holdouts. Eventually move into making artillery shells.

    What is our geographic situation? An achipelago nation in the South Pacific is going to need a very different military from a landlocked state in Central Asia or a country in the jungles of northern South America. What are our international relations like? Who are we close to? Who are our enemies? Are there any great powers that we would like to get closer to? Are any of our neighboring countries hostile, or are we surrounded by neutral or friendly states? If we have enemies, how strong are they compared to us, and what is their preferred strategy to frick with us? Do we even have neighboring states, or are we an island state somewhere in the middle of the Pacific, and our nearest neighbor is some Micronesian island state 2000 kilometers away?

    I invest every penny into nukes and partisan/guerilla force training for my military and civilian populace. Every single civilian must be trained to use and own a basic rifle at a bare minimum. I turn physical fitness, hunting and martial/guerilla training into a cult in my nation and turn my military into a small special forces type force capable of leading the civilian populace should the need ever arise. Basically, make invading my country as unappetizing a prospect as possible, while also making myself a nuclear power so nobody gets into their head that they can just nuke me if they want to. I will never ever ever be as powerful or influential as the superpowers of the world. That's fine by me as long as they leave my nation in peace. The only way to make sure they do this is to make sure they know that attacking me is simply not worth it.

    I would invest in the education system for all forms of engineers, scientists, etc. As well as engineers and what have you that are already existent. I'd offer them jobs for double of what they make currently + the benefits. I would also establish an intelligence agency and start gaining intel on the biggest powers in order to reverse engineer and develop technology of the similar status. I would not act hostile towards anyone and would try getting on the good side of either the U.S. or China. But I think NATO would be the better option for me. Lastly, I would look to expand that budget by being a large producer in minerals and natural resources. From there, I'd just work on being as neutral as possible and growing very steadily over many years until we reach a status similar to that of my competition.

    There will be no conventional infantry forces under the command of the central state and government; only base security forces, MPs, and special operations units. Signature small arms by manned units will be Serbian and Bulgarian AKs, PKMs, and various non-standard firearms with small unit tactic based mostly on sniper tactics, asymmetric warfare, MANPADs, dazzlers, and anti-drone tech. The majority of the armed forces will comprise of ballistic and interceptive missile forces including S400 and dazzler DEW units and air forces lead by all drone units.

    MIC will be focused on humanoid personnel drones, modular mech suits, modular closed system habitation, submariner aircraft carriers and trans-aero-hydronautical vessels, transorbital transportation and habitation, subterranean excavation, geological/ seismological/ meterological based technologies, caseless small arms and DEWs, GGGQEPs, and consumer grade fusion energy, funded entirely by conditionally free and publically transparent foreign and private overseas investments and militia loan interest.

    50 billion is very little really if from scratch. Depends a bit on your territory because you'd have to really prioritise. Probably go with, say, 24 F-16s, see what you can second hand in a couple of destroyers and patrol boats, otherwise infantry small arms and light artillery. Maybe half a dozen old transport helicopters. By the time you've built relevant infrastructure that is all your money gone.

    Standardise arms for civilians, then form militia's, then organise into a reserve and professional military. The goal is to have more weapons ammo than people.
    Start by individual weapons, then crew served weapons, then vehicle mounted.
    Weaponize logistics trucks, trains, cargo planes, cargo ships with palletized munitions.
    Defensive infrastructure, emergency life saving stock piles are important, and gears international perception to view as a non threat, but with respect.
