If the municipality finds out, they'll order you to restore the land/building to whatever it was before you renovated/developed it, or force you to challenge it in a land tribunal/court hearing so you can be issued a variance (average cost of variance in my county is $18,000, so think wisely before choosing that path, and no, you don't often get those fees back if you win). If you refuse, they'll send a crew to do it and forward you the bill.
Yeah, it requires that you get caught. And yeah the municipality doesn't actively send out by-law officers no patrol to look for trouble. But no, it doesn't matter when you're caught.

Round here, pretty much the only thing you get nabbed for is building or demolishing major structures without a permit, or violating zoning in major ways (e.g. turning a single family dwelling into multiple rental units or vice versa, building an industrial sized machine shop in your backyard). If that happens, you can usually get away with shelling out a 4 digit sum for fines and getting whatever you did approved retro-actively. The only stuff you're likely to have to tear down is something that poses a hazard, such as anything intruding on a power line's right of way or a building too close to a building on a neighboring lot.

in my county if someone from the government came and told you to tear down part of your house i think more often than not they wind up buried somewhere on the property. at least that's what they think happened every time they did that, which is why they don't do that any more.

in google earth I counted 22 violations in a 2 block radius of my house.

Lets say hypothetically I was to do a basement or ADU renovation without a permit, and completely finished the project and a few months later(after the construction is totally done) the city found out I renovated without a permit.
What would happen? Would they force me to get a permit? Would they make me show them it was done properly by tearing some of it down?
I know the city can make you stop and get a permit if they catch you while the project is ongoing, but what happens when the project is already complete?
I know there may be consequences with selling the home later, I don't care about that, I'm just wondering if they would make me destroy it or take some of it down to show them it was done properly.

You'll be fine. As long as the work looks good and is up to code, when you go to sell you'll get value from the upgrades and everything will be fine. The city has no possible way to keep up with all the homes, and any possible changes to homes within a city. That's fucking impossible for them.
The WORST possible situation is that if you made massive upgrades and added bedrooms or bathrooms and you go to sell. You could have a situation where the city finds out and wants back taxes on the increase in property value that you weren't paying in property tax. But even then that's very fucking rare.

They had to drop their prices because no one wanted them. So long as there is any room in the market to compete, people will pay for space so developers will make space. Biggest problem I can see is if you have a house fire and your insurance finds out about the unlicensed renovations then they might refuse to pay out. I have a friend who's garage burnt down while he was working on his car and insurance refused to pay out because he installed a hot water heater a few years prior.
