i think pic makes more sense with a fleet. cheaper, 4 day endurance and you can fit it in an intermodal container so logistics are simple you can run them out of a current fleet resupply ship.drop a dozen of these in the ocean and you can cover a massive area with sonar

if the dog is hit,injured or is in danger and cant hear you (sound of gunfire too loud,whatever) you can pull him back. the dog has a radio so its rarely a problem and mostly it just gets in the way so most of the time they just let the dog go free
