      its much deeper then that. It runs down to the cultural attitude dominating in society. Military is not seen as some service for the country, its first and foremost a place to enrich yourself and your friends/family. Second off is that good cadre is pressured not to go there (why waste a son being a soldier when he can be a good bureaucrat) which means only the lowest levels of society are funneled in there en mass. Sure you can get a good soldier from a solid blue collar/farm family but statistically its a fact they tend to produce more disfunctionals then prodigies on mass scales. Which means shit soldiers.

    It's a holdover from the past 50 years of PLAN tradition. You want the dregs to go into subs since they're not that important to Chinese strategy pre-2000. But far more importantly, if one is bad or does something stupid, it's very easy to get rid of them and it's highly unlikely they can possibly do anything that could threaten the CCP which is the most important thing to China.

    You put the competent and politically loyal in boats that have actual relevance like their ballistic missile boats.

    Because a high iq officer might overthink a nuking order bc they think they're the main character and sit back and ignore the order while while the mainland is nuked to oblivion.

    They could also leverage the fact that they have nukes by banding together with other sub officers and turning against the country to make them meet their demands/overthrowing the government.

    The Chinese are self aware that their whole system is based on lies and deceit. People in high grades are grossly over hyped and either bribed their way in or got through from shameless ass kissing. Not all of them but that is where Face and reputation comes in to fill the holes. So by sticking to lower grades the military has a better understanding of what they are paying for.
