as long as:
1. nobody's putting other peoples' lives at risk and
2. they aren't going to ruin everything for everyone else,
then who cares. problem is many divers have been killed trying to rescue others, or retrieve bodies. also a number of caves have been closed or made off limits because of the allure to explore dangerous places, and then their family members either sue or cry to congress to have this public nuisance shut down.
so yeah, if you can guarantee you actions will have no consequences beyond for yourself then go nuts

Cave diver here, no fuk you. People die because they're utterly moronic and go in with little to no training, ignore every sign & obstacle telling them not to, and on top of that they think they can navigate some of the most complex cave systems in the world because some rope said so? Let them earn their darwin award.
the idea of being trapped in an underwater cave and drowning is making stomach turn just sitting here. I dont know why you need to tell people not to do it when its so obviously a bad idea. I dont think theyre the kind of people that would listen if you made it illegal anyway.

thanks anon. i needed someone to talk me out of getting into cave diving. the danger and risk of death did nothing to deter me. i broke my spine and neck in multiple places from a fall ~5 years ago and the worst part was having the tube in my dick hole and the drainage tube in my side.
Cave diving doesn't seem too dangerous if you go on expedition with a trained team.
idk seems like a lot of people prone to panic attacks think its a good idea to cave dive from all the deaths i've read about. i'm not one of them and it'd suck to die because some tard kicked up silt. i'd have to really trust someone, which is the other barrier i have other than hating catheters.
not diving really really limits my dry caving sometimes though.

Why should it be illegal? Just inform cave divers that there will be no rescue attempts by anyone but volunteers, if any.

Lately I have been watching a lot of videos on cave diving disasters. Shit's scary. I would never do it, but I don't think that nature needs more regulation.
Everyone should have the right to kill themselves. But we SHOULD make rescuing them illegal. Let their bodies gather in the caves to entice the foolhardy to enter for phat loot, only to die also and add to the hoard.

No, I cave dive, its not as dangerous as one may make it out to be.
Thing is and I hate to pidgion hole most divers but very few really do the sport for anything other then vacation once or twice a year. You need to have continual experience and ideally exposure to other experienced divers and instructors. Same deal with cave divers, you have to do it a lot and get a feel for it and just run through the drills and emergency evolutions till it becomes like a reflex.
For starters I solo dive which isn't recommended but I have rules and risk mitigating procedures. 1. I don't go bellow 30ft, I use a super redundant full face mask/re-breather I stick to shore dives locally, a $3k dive computer and carry a Garmin InReach SEPIRB (if SHTF on the surface) on top of just experience.
I dive more then 3 times a week and often a deep dive once a week.
It's not just a safety thing to properly ease into training and experience, it's also just an enjoyment thing, its far more fun when you aren't anxious about hazards and if they do happen it's not such a big deal.
This applies to many other sports, skydiving, long distance swimming, etc.

You're using a rebreather for 30' dives? Are you trying to make 4 hr dives or something?
No its just lighter and easier to don. I often just go full o2 at that depth.
sounds expensive but I know guys off the boat that only roll rebeathers so whatever floats your boat I guess.
Not really you get way more time/less wasted gas with the rebreather.
Yeah but sorb+o2 fills will run up the cost, also sorb is frigging hard to come by now.
