Adjusting standards doesn't increase recruitment or retention, even if you had a draft, you'll never have the selection pool to meet or exceed improved standards to equal the US. The Marines are the only ones to actually meet their recruiting targets only because they're looking for the kind of people that the Canadian forces dismiss and punish.

This is a fantasy thread. You don't just 4x your budget and get 4x the capability, you can't just generate the workforce from nothing, you can't build what a 4x force would need instantly. It's a fucking process and to be 4x the size would take Canada literal decades.
There's this idea in Canada that you can just boom and bust to an effective fighting force ... that you can simply turn on the tap and make it rain. But the reality is that platform complexity makes this impossible now. You can't churn out frigates like it's 1943. A modern frigate is a fucking spaceship compared to a 1943 frigate, same holds for aircraft, armour, submarines.
And because you've got spaceship levels of complexity in modern platforms you can't just train a civvie in 3 months to operate them. A couple months might be all you need to train a spitfire pilot but good fucking luck doing that with an F-35 or an SSN. Same complexity applies to maintain and sustain such a platform.
TLDR; you can't boom and bust out of this and you have no allies with the industrial capacity to build it for you. Canada is deeply fucked in the coming war. You needed to have started preparing a decade or more ago. That you didn't and that you now find yourself with an armed forces that is inferior to the armed forces of a country half your size is a testament to just how much you fucked up.
