It really depends on where you are, and masonry houses (in general, not that crapbox in OP's pic) tend to perform better in hurricanes than light framed wood houses in high wind conditions, which are more of a concern for some coastal regions.
NW Floridian here...can confirm on the cinder block houses being fairly hurricane resistant. There are whole neighborhoods of these here that have weathered tons of storms. Even the ones out on the beach.
You know, there are prescriptive building codes that can show you how to easily design a masonry home to be built robustly enough to hold up in most areas of the USA in terms of seismic or earthquake risks. There are also a lot of locations where it's not a very high risk at all (or the minimal risk of seismic issues is outweighed by the mitigation of other risks like fire, termites, wind, etc)
