It looks similar to so many rounds I'm vaguely aware of but I cant find any that actually match. My first thought was one of the short .32 cartridges but I'm not seeing any it could be after a cursory look.
Mk IV & V are essentially wadcutters. They have wide meplat, which cuts tissue/bone, better penetration than round nose that can deflect more easily/ have less consistent path inside target. With softer lead, acts more like an HP and expands (a little) for bigger wound track. Mk III is just a HPWC, would not want to get shot with that, it will probably expand to .65-.75 caliber. Also, you can get higher grain weight in same or shorter OAL, bigger bullet in same package can potentially mean more energy on target.
It was a primitive way to make better wounds without expanding ammunition, same reason SWC and wadcutters used to be carried all the time by cops before JHPs became commonplace
