No true. ATF rule states any part of the firearm with surface area which could be used to shoulder the weapon makes it a rifle. They dont put a specific number on surface area either, so a buffer tube could easily define your ar pistol as a rifle.

Stubby is the way to go. Reason is you are free to hold the forend horizontally (area in front of the grip), vertically (grip only) or diagonally (corner of crip and horizontally) whenever you want
Using an angled grip leaves you with only diagonal option.
