You have to consider that the quail is a wee little fast moving bird that your probably going to be hunting in thicker cover. Your going to be making pretty fast shots on a closer target that you don't want to completely shred. You'll be wanting a smaller gauge gun 20 or 28 like you said and a pretty light gun so you can move it around quickly and not mind carrying around because ground birds are a walking mans game. Ducks are bigger and they come to you, they'll be out in the open and further away, 12 gauge is the standard duck gun in a pump action or a semi auto because they'll be coming in flocks and you'll want quick followup shots.
I'm just being autistic because he said best burd shotgun. Sure you can get a gun that can do both but it would be hard to find one that was best for both.

1 gun thats ideal for either quail or ducks < 1 gun that's good for both < 1 dedicated quail gun + 1 dedicated duck gun
I have no shit killed more birds in my lifetime with an 1187 than anyone I know. I have probably killed hundreds of doves with an 1187 with bird shot with a full choke to reach out 50+m out. I shot one off a power line one time I swear to God that fricker was 75 meters away. Dropped like a fly. But yea, 1187 with longest barrel possible, semi auto, shit load of shells in a hunting jacket. Blast em.
I like my 870 wingmaster. 12 gauge, 30" barrel, full choke. If you want to shoot duck, find one with a 3" chamber. Also, don't buy a new one, find an old one.

You're not ready to spend 6,300 USD. Grab any 3inch pump off the rack so long as it accepts chokes. Hunting fowl is 70% what shotshells you use and 30% what choke you use. Doesn't matter how fancy your gun is. If you try to bring down a goose with some #8 2 3/4th shotshells you deserve to fail.
I have a Remington V3 compact that I use for general shotgun shittery and I've loved it so far, big step up for me from a Winchester 1200 clone. Waterfowl and skeet like 28" barrels, everything else a shorter barrel is nice though.
Biggest thing is to find a gun from reputable manufacturer and swing it around to see if it works for you. Honestly a 28" rem 870 or Mossberg 500 has probably killed more of more kinds of animals than Noah could fit on his ark, you should probably start there, use it a few years, and see what you think

Consider the Mossberg flex. You can easily change barrels by just removing the magazine end cap.
