      Looks like Ukraine can't start action against Russian territory thus enabling very comfortable position of one way border. Russians don't need force to guard this thousand kilometers border against Ukrainian military ut Ukraine must have reserves along this line, as Rusians can make new attack through border as they please. But now Russians concentrated pretty much entire land force on the small Donbass front.
      Ukraine is interested in the moving war to Russia but they are held back bu Western allies.

          I don't think that's true. Mainly, we stipulate that Ukraine shouldn't use OUR weapons to attack past the border. I don't really see what the big deal about Ukraine occupying Russian territory (if it can do so, and if it is strategically advantageous) when Russia invaded first. Morally speaking, there would be nothing wrong with it, and I'm not even sure that nukes would fly if they took Moscow - the Russian nuclear use policy stipulates that, aside from as a reaction to incoming ballistic missiles or nuclear attack against Russia, Russia will only use nuclear weapons if the survival or the state or its nuclear strike capability are at risk. Moscow is a very important city, but it is not the Russian state, nor do they (probably) have the only nuclear launch button in Russia.

          Anyway, that is wishful thinking, because Ukraine will obviously not try and push to Moscow. That wouldn't work. At the most extreme we could possibly hope to see them take a few border towns. That'd be pretty wild. They could form the basis for a DMZ after the war.

      That is what my gut says, but when I think about it there's no way in hell this would possibly be a good thing for Russia. So, what, now there's a chance they'll lose their own territory? Publicizing the rebels does Putin no good, it might just inspire uprisings. And they will obviously have to be seen to respond to the threat, so they must divert troops to reinforce the area, taking men away from the front. I simply do not see what Russia has to gain from doing this.

          1. As long as they don't have direct evidence of such, I don't think western leaders will care. And they wouldn't fall for such a ridiculous trick anyway. All it takes is for the CIA to say, "yeah this is a false flag don't buy it" and I suspect most of the west will trust that it is a trick.

          2. I'm pretty sure this is just about as total of a war Russia can fight. If they mobilize 5 million men and throw them on the front line armed with nothing but rusty Mosin-Nagants, it will change nothing, assuming those ancient stockpiles of guns haven't been totally sold off. Russian war production is a joke, they have no more money to pour into it and it would just be stolen even if they did. They are going just about as all-in as they can at this point, I think.

      It would be a good idea. Russia will not deviate from its course of trying to dig its feet in and send wave after wave of men to hold the front and advance extremely slowly while praying for a miracle/that the war will go on for so long that their inch-per-week crawl will eventually reach Kyiv. If Ukraine can take a Russian city and say, "we will give this back in exchange for all our land", this is one way negotiations can restart. Russia will not give up without receiving something, and Ukraine refuses to give any of its own land. As all of us HOI4 generals know, the way to make the enemy surrender is to occupy their cities. Then, if they can pose a credible threat in the counteroffensive, and show off their new Western weapons, perhaps they can convince Russia that the attack will succeed and that they ought to simply give up and spare the soldiers' lives. This way, victory can be had without bloodshed. But I doubt they will agree to that deal.

      Yes, the entirety of the Russian border not currently engaged in the war is lightly defended because they aren't expecting Ukraine to go in for political reasons.

      Belgorod itself has way more troops though because it's a staging area for deployments and supplies into the NE of Ukraine.
