    Belarus has a lot of old soviet rocket artillery which probably has enough range to hit Kyiv form their border.

        Ukraine could easily defeat them in an artillery duel however if you look at the bigger picture Russia tactics has almost become a sort of rocket terrorism.
        After the bombing of Crimea’s bridge anytime Ukraine has some sort of military success Putin retaliate with missiles strikes on civilian targets.
