            Southern Vietnam was economically more developed than northern part even before colonial era and during French colonial era, gap between north and south further widened. Even with the war and all destruction that comes with it, it is usually cheaper to fix busted infrastructure than building new one from scratch. Just nature kinda explains it. Mekong river and its delta is better for navigation than Red River and its delta up north.

          I think in canada somewhere there was an area they were returning back to its original state, but they couldn't get the beavers they released to build the dams where they needed because it had become too difficult due to erosion
          they ended up making a proto-dam out of recycled timber, rocks and mud and the beavers then decided to stay since they figured they could fix it up to beaver construction standards by winter

          beavers are generalist herbivores, not specialist like koalas
          just like any other generalist herbivore like deer or rabbits, beavers have an incredibly diverse diet of various plants
          they eat very little if any "actual wood" as you are probably thinking of because its not very nutritious
          which is why there is a ton of chewings around trees felled by beavers, they just spit most of it out
          they do eat the bark from trees, preferably from younger trees or branches
          bark and such is their main diet during winter, as branches and young trees keep better when stored
          during summer they mostly eat smaller plants like grasses and flowers since they are more nutrient dense

    An attack from Belarus is not plausible right now anyway. Bridges lost, approaches mined to frick, artillery zeroed in. Russian troops in Belarus are mostly quick-trained conscripts and Belarussian troops are barely mechanized at this point and untrustworthy besides. And unlike with Russia, Belarus enjoys no special protection by virtue of having nuclear weapons. You'd have to be literally insane to attack with a force like that.
