It is effective and safe, it is just a little bit more unreliable than other airframes but you notice it because NATO states fly their airframes outside warzones so their pilots know how to do their jobs.

The payload is good but it's too slow and it's hard for pilots to fly, PID targets, and hit them with missiles.
The gun is a meme (but a cool one, admittedly) but actively detracts from making the plane good.
The things A-10 is supposed to be good at are now better done by long-loitering drones or by airplanes with better avionics, speed and data linking like F-35 or even current-gen F-16.

Cost per flight hour is the same as the F-16 within a couple of percent, and if you want to talk about money savings, not getting shot is much cheaper then having to write off an airframe even if it returned home.
The A-10 is cool as shit, I've even seen a pair operate above me doing gun runs somewhere nearby. The thing is, the A-10 is completely obsolete in the age of guided missiles. Guided missiles from the air, sea, and ground, shit, they even come in tubes now and they're getting cheaper every day. The A-10 is heavily armored and heavily armed, that's why it's pigfat slow, but all that armor and payload is useless when some goat herder with a manpad can take your plane down.
