To my knowledge Shtora isn't actually used that often with one or both of the dazzlers removed because they don't impact that many ATGM systems and in return introduce a nice big weak spot around the gun with the original mounting design.
We only really see videos of Russian tanks where they're dying. If the IRCM works and decoys the missile the video isn't going to get posted which makes it seem like the countermeasures aren't getting deployed.
Shtora might not fool Javelins but there are tens of thousands of anti-tank weapons in Ukraine and some of them are bound to get dazzled by the vatnik redeyes.

You're assuming the system works? I've read that it overheats only after a few minutes of use, and to be effective, it would have to be on at all times in the combat zone.
Furthermore, this garbage does not detect the launch, so the crew would have to be either extremely lucky to spot the ATGM launch (never happens) or be lucky enough for their enemy to use a laser range finder on the tank because Shtora has a passive laser warning receiver, which would alert the crew they are being targeted.
It's a nearly useless system against older ATGMs, and does nothing against stuff like Javelin, Spike, NLAW etc.

ERA with explosives is not used in storage or peacetime, they "should" be fitted with the blocks before hitting the fronts. Shtora doesn't actually work against modern missiles so they might just not bother with it even with T-90A's if its not already mounted.
