On the budget side, a Tarus GC3 gets you 13 rounds of 9mm for just a bit over six inches by 5 inches, of shave off an inch of height and get it down to 18.5 ounces with the GX4. I think some are even a bit smaller. That gets you ok capacity with 9mm, which is a fine round.
If you need anything smaller you need to consider if you're being a retard who is bringing a gun somewhere they shouldn't be lol.
But, if there is a need, Keltec (yeah, I know) has a 5" by 3.5" 7 round .32 APC.
That is probably too small but go smaller and the handling will be dog shit, the gun will be terrible at even close distances, hard to practice with and maintain, and have shit stopping power. When you reach a point where you have to be close and aren't inflicting big wounds (some of these calibers have bounced off people's skulls at close range without pen, a famous serial killer took one round of .22 to the head without pen before the second one got him, Dean Croll).
