In every knife fight, and every victim of a knife fight, I've ever seen there have always been cuts to the arms and/or ribs. A stab vest won't stop that, and if it's a good rake with the point of the blade, it'll pierce and cut through anything short of good, thick leather. Anyone make, maintain and repair maile with simple hand tools, but leather requires specialty tools, space and expensive material. It'd be limited to winter wear, while chain is comfortable if not exposed to the sun.
To illustrate, there are people wearing cloaks, but the guy front and center has just what ammounts to a very long sleeveless shirt over his mail shirt.

Surcoats are thicker and usually have sleeves that can be laced on, and they cover the whole body, as well as the legs to provide cover for your maile from the sun. A tabard only goes over the torso, is usually thin and purely decorative and can be taken off with ease.

That is not a tunic, i am not sure if it has a name but ive seen it just called of side opening cloak or similar names, they were fashionable in europe since ancient times. A tunic would be shirt generally characterized for its lenght going down to knee lenght.

Cloaks have hoods though, correct? Whereas all the knightly orders in KoH had that Roman knock off thing like pic rel with no sleeves or hood.
Not necessarily, hoods and cloaks can be made as different pieces so that you can freely choose when to use one, the other or both, in fact, in the 14th century it bacame popular in europe to use hoods as an improvised hat called of chaperone.
