    Honestly, I think that Dwarf Fortress is the one that comes closest.

    It has things like "this guard leader is absolute pinnacle of his fighting craft. But due to the careless design of your mining work, one dumbfrick miner causes a collapse on your barracks which kills the General's cat. And the General, who is already stressed out because he has only had plumb helmet mushroom wine to drink for the past month and is feeling he'd like a drink of some finer brandy for a change, totally flips his shit and goes on a rapage. And he just starts attacking the nearest smith (who happens to be fully enlosed in half-life-equivalent-Harsh-environment-suit and decideds to protect himself (with his masterwork heavy hammer) and therefore crushes your generals skull with one hit. This leads to colony-wide everyone-against-everyone brawlfest because people from different factions try to protect their members from the violence of other factions.

    Oh yeah, that sounds like a typical clusterfrick inside multi-force militaries, and multi-factional governmental bureaucrasies.

    also, getting into that game is just as esoteric learning process as trying to get acquiented with with inter-factional rivalries of different sections of CIA.

    I LOVE THAT GAME!

        I find it genuinely quite fun for roleplaying as whatever kind of civ I want to build - mods just make it even better and let you outright play stuff from other Sci-Fi IPs.
        The 'strategy' isn't more than 'build good fleet comp, click to win' but you don't play it for captivating space battles.
