No, you need to be an American citizen and pretty much all shooting ranges these days refuse to rent to anyone who doesn't already have a gun of their own (they're for gun owners to fuck around before making their next purchase, not for suicidal noguns to dome themselves in public).

If you're from a firstie country without a visa and just visiting for tourism, you can shoot without a license (but you need to be from the visa waiver program countries, which are picrel)

Any legal alien with a regular immigration visa can purchase a gun. There is no restrictions to "shooting a gun", anybody can go to a range and rent one. And there is no "licensing requirement" for gun purchases except maybe some weird lib coastal shithole jurisdictions.

Where are you from that you believe this? There are ranges in tourist destinations like Hawaii that get nearly their entire income from people from noguns countries coming to shoot. I had an Aussie come visit a couple weeks ago and took them out shooting.
You should be able to rent a gun at a range without much problem; you'll probably need a friend to go with you because most ranges won't rent out to a single user these days (they don't won't people to an hero with their rental guns). If you establish permanent residency you can usually buy a gun (you might need to get a hunting license as well). You can also just buy a black powder gun without any paperwork.
2A is for natural born, AMERICAN citizens, not illegal beans, not illegal immigrants (you), and not "naturalized" illegals
