I am Ukrainian myself, haven't lived in Ukraine for 14 years but I did go to Crimea every summer for vacation. There were always Russian flags there and Russia was always praised(assuming for Russian tourist sake), service staff would look at you funny if you tried speaking Ukrainian.

It's just an excuse so Putin can circumvent Russian law and fully mobilize if he feels the need to. Apparently there's some law about not using conscripts to invade a foreign country, but if he can claim that Russian territory is being attacked, then that no longer applies.
