      The only way to make sure all the little details are done right is to go there in person and yell implied threats of prison rape at the persons directly.

      Useless generals getting killed opens up avenue for promotion for actually competent people. Putin didn't even have purge his military and risk blowback because Ukrainians did it for him. Russian army increases it effectiveness in special military operation while Ukraine foolishly spent their precious munitions giving Putin a gift. Russia just can't stop winning.

      The training for the next set of generals is the same quality as before. There's speculation that post USSR collapse their officer training just completely collapsed when they gutted the entire education sector.

        They are officer heavy as an artifact of the soviet system that they've been unable to evolve past. The way the soviets did things was enlisted would serve a short conscript period and then go into the reserve to be mobilized during war time. Not that different from how Finland does things today. The difference is Finland has professional NCOs. The Soviets did not. The professional army were all officers. So Soviet NCOs were little more experienced than any other enlisted and junior officers would fill roles that NCOs would fill in the west. The Russians tried to change this system in the early 2000's but it failed completely and they reverted back to the old Soviet system. Its completely unsuited to the kind of army they have now. Not that it was all that great back in the day either. But it made more sense then.
