It's this conglomeration of plain brutalist approach, mass production of concrete elements, fast construction times as Soviets tried to get everyone out of their wooden hovels of the tsarist era and the ideology of "everyone should have same level of domicile" even if that meant that you had to cut corners and keep it very boring and plain to keep the costs down.
The end product is just ...ugly. Since nobody should have more than his neighbour, everyone is equally miserable.
This type of architecture was somewhat idealized by east-european and soviet sphere of influence nations because soviet union was seen as the future of mankind (at least by those who bought the soviet propaganda) so you can see elements of it in many east-european nations. A lot of them are trying to get rid of those buildings because ...well, they are just butt-ugly.
To be fair though, Russia is so grim and depressing and dark and the people don't look after their buildings and their streets, so if you plonked down an 1-1 copy of Bruges in Moscow, after about 5 years it would look like shit.

China is it's own whole another can of worms.
Basically the ordinary people are not allowed to invest in many things, and real estate is one of the allowed areas. So everyone who has enough money wants to buy a house or apartment so they can either have a tenant in it or sell it later. It's a kind of their version of retirement plan.
This means there is an enormous construction sector which is churning up new apartments and entire cities and many of those new buildings get sold off even before they have started building them.
And as those construction companies try to squeeze every penny out of them, they cut corners in planning and construction materials, leading to the chinesium-style shoddy construction often called "Tofu-dredge". Basically many of those new buildings are uninhabitable even before they finish construction. And then, rather than fix the glaringly shitty buildings, the construction companies just move on to the next building project, as there is more money in it than in fixing up your mistakes and corner-cutting.
That's why they are dismantling entire neighbourhoods who have been build only a few years ago: Because they are unsuitable to any inhabitation. Many people are losing their life savings in these schemes and there is a looming (or even already-present) housing bubble bursting. This is such a big problem it might cause national depression and financial crisis WHEN it bursts.

If they stopped there, that wouldn't even be a problem because that happens in the West too.
The truth is that they operated as a way that was almost a pyramid scheme. They sold buildings before construction started. Then when they started laying foundations, they'd go back to the housing market and tell prospective buyers that they were already building so you can totally trust them. Take their money, start building, go back to doing the sales pitch.
The thing that got Chinese people to start refusing to pay their mortgages was that they realized the situation was so fucked up, they weren't paying for the house to be built up front. Their money was going towards finishing construction on other buyers' homes and they were expected to have their housing built with money from future investors.
Even worse is many of the units were intentionally unliveable. Not in a "cheaped out so much as to be unsafe" way either, but in a "these units were built without plumbing or electrical wiring" deal. Since so much of the housing market isn't for actual use but speculation, they weren't even bothering to make actual houses.
Although in Chinese culture there is, to my knowledge, a rather retarded superstition: most people buying a new house will rip out the plumbing etc. because if you leave it in you will inherit the bad luck of the former owner and they don't want that. So I guess they don't even bother installing it.

No, Soviet panel buildings are not "comfy". A lot of appartment buildings built during socialist times are very nice to live in, but panel flats are not among them. Faulty methods, poor work ethics, poor (or outright missing) materials, and the people who live in them are often just as bad. Not as bad as "social housing" in the USA and the UK (no idea why they let that happen at all) but pretty close.

It is not the building's fault it is infested with crime, poverty, etc.. The problem predates the buildings. Nothing about the building itself causes these problems. If we housed them in some other style it would have the same issues.

Well, cheap. Compared to some other options. I've lived in a couple of them. In the 2000s they were falling apart and rotting, at between 30 and 40 years old. Also, they were cheap to build as new construction for the government, but they are a misery of hidden expenses and incredible inefficiency for energy consumption. Poor wiring, poor plumbing, poor insulation, most have empty shafts where the elevators used to be, the concrete stairs literally rotting into loose sand and gravel, balconies falling off the sides of the buildings ... You can only blame so much on lack of maintenance. The vast majority (not built as showcases for propaganda) are falling apart despite quite reasonable efforts to maintain them. Yet another hidden expense.
Yes, build quality was a problem in the SU not just maintenance. I was more referring to western attempts at social housing with brutalist architecture. Suffers all the same ghettoizing, crime, graffiti, etc.. problems as the Soviet stuff, but lasts longer with upgrades. That said, it is mostly still being torn down anyway because of the ghettoizing effect, not because of the actual viability of the style. Honestly, all they're doing now is making a modernist version of the same thing and calling it progress. Don't solve the problem. This is much less common now (in Bulgaria where I still am at least), nobody has stolen anything from my yard in the past 20 years. Before they stole light bulbs, firewood, coal, bricks, cheap plastic chairs and even flowers. Now I even forgot my axe outside one night and nobody took it.
i was born in kasachstan in the early 90's. it was a former soviet republic and we lived in a small town close to the russian border. people used to steal absolutely fucking everything.
the streets late at night were dark as fuck because people stole all the scrapped all the street lanterns, you had to look out when walking home late at night because there were rarely any manhole covers left on the streets. industrial sites looked like something straight out of fallout, rusty skeletal industrial buildings, tons of rubble all around. though we had it kinda lucky, we had little criminality nor really bad, africa tier poor living conditions. from what i heard russia had it worse in some places.
for us it was mostly the constant decay all around, while western movies and music came from abroad, showing what paradise could look like.
thankfully my family moved to europe in 2001. it was adventurous to live there as a kid, but hella depressing when you grew up in the mid 80's just to see absolutely everything you knew turn to shit a decade later.

Walking through the open air markets, I noticed numerous old babushkas sitting on the ground or at a shaky table with a selection of light bulbs carefully laid out on a folded cloth. They would have maybe a dozen or 20 light bulbs of various styles. I figured they were stolen, as most of the junk in these open air markets is (was, at the time). I needed a light bulb and was looking at some that might take care of my needs when my friend pulls me aside and tells me they are all burned out.

Whelp ....... Turns out that if you have a burned out light bulb, you can swap it for one in a slumrise stairwell. You get a "free" working light bulb, and building maintenance has to replace the burned out one. When they get around to it probably in the next 3 to 6 months.
Then the burned out bulb turns up in the open air market again. Building maintenance sold the burned out light bulb to some desperate old babushka who then re-sells it at the market.
Even after the Baltic States joined the EU a few years later, still saw burned out bulbs for sale in various markets until I left around 2011, long after cheap bulbs flooded the retail market. Literally, keeping the Good Ol' Soviet Times alive and well for a whole new generation to experience.
