Explosives are just too easy to make with just a basic level of chemistry, and there are too many retards in the farming industry to maintain security over one of the cheapest fertilisers in the industry.
Glowies probably focus on making it as difficult to do it at scale as possible, 26tonnes going missing is a worry, but they probably know roughly where it was lost and would probably do some sort of investigation anon if that make you feel better.
